Luxembourg has not signed the Strasbourg Agreement of 1969 on au pair placement, so the young  who wants to be au pair in Luxembourg can be placed under an employment contract that follows the normal rules in the Country for employment. It will be applied to non-Europeans au pairs rules on entry and residence of Europeans citizens.
